We need to build not just all the amenities a city needs, but also infrastructure the wider East of England can benefit from—energy, road and rail. The infrastructure is funded by leasing and selling Forest City's 8,000 acres of commercial land, which is expected to generate more than the £45 billion required. That is 17% of the site, including around 1,300 acres for a new Central Business District.
Value that CBD at just a quarter of central London prices—at least £25 million an acre—and leasing it generates over £32 billion. The remaining commercial land, at £1 million to £10 million an acre depending on use, could generate a further £35 billion. The precedent is strong: at Canary Wharf, land values rose from £1.3 million to £70 million an acre. Forest City's commercial district sits 22 minutes from Cambridge, at the intersection of Britain's two strongest growth corridors.
