Yes — this shouldn't be a city only for people who can buy. Around 30% of Forest City's homes will be rented through the city's own rental cooperative, at rents set to cost rather than whatever the market will bear — including homes at social-rent-equivalent levels for households on low incomes.
The reason we can promise this is structural, not charitable: the land is held by the community trust and homes are sold at build cost, so there's no developer margin that low rents have to compete with.
